prior to passage, the bill was fundamentally transformed, resulting in a major change in the
political dynamics that had for many years stalled food safety reform legislation. The Washington

industry that H.R. 1627 as passed was a very different bill than the
one the food, agricultural and pesticide industries had
so strongly supported in the previous three years.
