Comparison of NOSB Recommendations
with the
Proposed Organic Rule

Material
NOSB Status
NOP Status
Notes
Avermectin Prohibited Allowed NOP allowed all antibiotics for crops use; NOSB recommended that only streptomycin and oxytetracycline be listed as allowed synthetics.
Bleach (calcium hypochlorite, sodium hypochlorite, and chlorine dioxide) Allowed with restrictions Considered ‘non-active’ in preamble. Not on proposed National List. NOSB restricted use to meet Safe Drinking Water Act guidelines; NOP removed all restrictions. By not being on the National List, this active synthetic substance may be construed as prohibited.
Botanicals Strychnine prohibited; others not prohibited. None prohibited; use not restricted. OFPA required a special review of botanicals prior to the establishment of the National List. The NOSB placed restrictions for use on all botanicals. The NOP did not include these restrictions in either the National List or 7 CFR 205.9.
Chymosin Prohibited from genetically engineered sources. Allowed. NOP allows all sources, including those that are genetically engineered sources.
Copper-chromium arsenate Prohibited Considered ‘non-active.’ NOSB recommended a 36 month interval between installation of pressure treated lumber and the harvest of organic crops.
Fish emulsions and hydrolysates Synthetic, Allowed Non-synthetic, Allowed. NOP removed clear guidelines on the difference between stabilized and fortified products
Micronutrients Allowed with restrictions Allowed without restrictions NOP proposal does not prohibit use as an herbicide, dessicant or defoliant.
Piperonyl butoxide Prohibited Allowed Synthetic, not considered a botanical.
Potassium nitrate Prohibited as synthetic Allowed as non-synthetic TAP review showed that even the naturally occurring sources remaining must be synthetically beneficiated to meet grade requirements.
Potassium Sulfate Not Reviewed, allowed from non-synthetic sources Allowed from both synthetic and non-synthetic sources
Sodium Chlorate Prohibited Allowed NOSB found this outside the scope of possible allowed synthetics, and a number of non-synthetic defoliants are available.
Sodium nitrate Use restricted Use not restricted
Strychnine Prohibited Allowed Both consider non-synthetic
Toxins derived from Genetically Engineered microorganisms Prohibited Allowed The NOP proposal allows all toxins produced by any microorganism, not just Bt expressed by Pseudomonas flourescens.
